Summary of the project implemented by Association of citizens With tolerance against diversity (TOPEER)
The development strategy and quality of work of public administration depends on the model of organizing local communities – MZ. The city of Doboj, like most local self-government units, does not have an organized, through management system, coordination of the work of the Ministry of Health. The consequences are far-reaching because the involvement of citizens in decision-making processes is minimal, the unequal relationship of local communities, the lack of responsibility of the councils of these organizations, the lack of interest of citizens in local development and the lack of interest of councilors in the City Assembly in problems in certain areas.
Project goals
General goal:
- Improving the content of the work of local communities in the City of Doboj in order to achieve mutual communication between citizens of different Municipalities
Specific goals:
- Through advocacy, the initiative to form the Council of Local Communities of the City of Doboj was launched
- Establish the continuity of activities of local communities and a uniform approach to the decision-making process at the local level

Local communities (MZ), especially management bodies in MZ
Main activities
Activities are classified into three groups:
- Research on the synchronization of work and the needs of local community council
- Drafting and submission of recommendations for improving the legislative framework of work of local communities at the City level
- Public advocacy campaign to inform the public about the proposed changes to the rules of work of local communities and to gather the support of citizens
