Center for Monitoring and Activism – CEMA

Summary of the project

Citizen participation and citizen supervision are key models for implementing the principles of good governance. Unfortunately, this model, especially in local communities, is insufficiently embraced by citizens.
Furthermore, decision-making processes are characterized by public authorities’ resistance to creating evidence-based public policies, as well as a lack of transparency, accountability, and the involvement of civil society organizations in the decision-making process. The relationship between public authorities and civil society organizations is still marked by fragmented cooperation and selective access to individual organizations.
Possible solutions/activities to prevent or at least mitigate the presented situation at the local level include:
Researching citizens’ perceptions of corruption at the local level to better understand the scope of this problem.
Advocating publicly for the establishment of local anti-corruption mechanisms, such as in the city of Čačak, in which citizens would play an active role.
Informing and educating citizens about the importance of their active participation in establishing local anti-corruption mechanisms.

Project goals

The general goal of the project is to prevent corruption through effective local anti-corruption mechanisms in the city of Čačak.
