Strengthening WB6 CSO-s agency in Economic and Investment Plan implementation

Summary of the project 

The project allows for WB6 CSOs to increase the accountability and integrity of local institutions vis-a-vis of EU-supported reforms, and to support them with relevant expertise. More concretely: (a) developing a strong regional partnership between specialized WB6 CSO-s and think tanks with sister EU ones involved also in the Economic and Investment Plan – such partnerships will be based on clear legitimacy, agency and relevance, (b) building up mutually-benefiting partnerships with the Western Balkans Investment Framework new observers such as the EU Parliament, RCC, Transport Permanent Secretariat, etc. to increase the citizen influence through CSO-s and think tanks into the EIP flagship project life cycle; and, (c) advancing in setting up an information, lobby & advocacy mechanism at the time when WB6 governments are reviewing the TEN.

Projects goals

The project will aim to enhance the role of WB6 CSOs through improved outreach and advocacy in EU policy-making impacting WB6 and the ongoing Enlargement process and reforms. This will be accomplished by setting up, structuring an innovative mechanism(s) that enhances the role of special WB6 CSOs through institutionalized networking cooperation, advocacy and lobbying at national regional and EU policy-making impacting WB6.

Target groups and beneficiaries

  • National level: Specialised CSOs and Think Tanks, National IPA Coordinators, National Investment Committees, specialized media and citizens;
  • Regional Level: RCC, Transport Permanent Secretariat, other regional cooperation bodies, specialised regional media;
  • EU level & other: Western Balkans Investment Framework (WBIF), DG NEAR, DG MOVE, European Parliament, Transport Committee and AFET; IFI-s such as EBRD, EIB and IFC; National Development Institutions such as KfW, AFD, etc.

The final beneficiaries of the project will be WB6 citizens, with the aim of increasing their wellbeing and prioritizing their needs materialized through the EIP projects/flagships.

Main activities

  • Establish a specialized CSO and Think Tanks (SCSO & TT) partnership covering all WB6 and focused on impacting policy-making;
  • Design, set up and operate an adopted mechanism of SCSO & TT engagement with Economic and Investment Plan and its Flagship projects including national, regional and EU level;
  • Increase awareness, outreach and lobbying to WB6 citizen and other EIP stakeholders.
