Rights and Freedoms: Our Common Fight

Summary of the project implemented by Center for Democratic Transition (CDT)

The announcement of the law on agents of foreign influence, which is proposed by a part of the ruling coalition in Montenegro, led by the Coalition for the Future of Montenegro (ZBCG), represents a serious threat to democratic processes, freedom of assembly and the activities of non-governmental organizations. This law, inspired by similar regulations from countries such as Russia, Georgia, Kyrgyzstan and Hungary, would create a legal framework that would make it significantly more difficult and even impossible for NGOs to operate. Such an attack on civil society would lead to the undermining of democratic processes and European aspirations of Montenegro, which would threaten its credibility on the international stage. Although other members of the Government expressed opposition to this initiative, ZBCG continues with the campaign against NGOs.

Project goals

The goal of this intervention is to improve public understanding and raise awareness of the negative consequences of the potential adoption of the law on agents of foreign influence, and to mobilize relevant actors to ensure the most informed public and political debate.

Beneficiaries

Non-governmental organizations: All actors fighting for human rights, democracy and European standards.

Media: The role of the media is essential in informing the public and suppressing misinformation.

Citizens: Comprehensive inclusion of citizens in the discussion about this law, with special emphasis on the fact that its content directly affects the process of European integration of Montenegro.

Decision makers: Political and other actors who have the power to influence the legislative process.

International community: Organizations and institutions that support democratization and the rule of law, as well as those that monitor development in the region, especially in connection with Montenegro’s accession to the EU.
