Summary of organization’s strategic orientation:
InTER was founded in 2006 as a non-profit, independent think tank with a mission to promote and enhance sustainable socio-economic territorial development in the Western Balkans. InTER is registered in Serbia and Kosovo, and operates in Montenegro, Bosnia and Herzegovina, and North Macedonia. This application is submitted by InTER Serbia. The primary focus of InTER’s work is to provide support in the areas of policy assessment and creation related to territorial development, as well as to assist in building the capacity of public sector institutions (mainly state administration and local government institutions), the private sector, and civil society organizations. The key features of InTER are its multidisciplinary approach and its ability to adapt and act in accordance with the needs of society.
Summary of the supported project:
This project aims to contribute to the European integration process of the Republic of Serbia by enhancing the role of civil society in decision-making and improving the dialogue between Belgrade and Pristina, with a special focus on Chapter 35.
Project goal(s):
Overall Objective: Contribute to the European integration process of the Republic of Serbia by enhancing the role of civil society in decision-making processes and fostering dialogue between Belgrade and Pristina, with a particular emphasis on Chapter 35.
Specific Objective 1: Strengthen the capacity of civil society organizations to actively engage in decision-making processes and monitor the implementation of obligations outlined in Chapter 35.
Specific Objective 2: Enhance cooperation and dialogue between civil society organizations, decision-makers, and international stakeholders in the negotiation process aimed at normalizing relations between Belgrade and Pristina.
Specific Objective 3: Contribute to improved public understanding of Serbia’s EU accession process, with a particular focus on Chapter 35.

- Media from Serbia and Kosovo.
Main activities:
- Creation of Policy Briefs: Produce analytical policy briefs on Chapter 35 and the normalization of relations between Belgrade and Pristina. These briefs will provide updated and accurate information on negotiations, challenges, and opportunities, strengthening the capacity of policymakers and civil society organizations (CSOs) to understand and respond to the process.
- Organization of Events
- Annual RG Conference: Organize a conference to gather key stakeholders (government representatives, CSOs, media, international organizations) to discuss findings and challenges related to the negotiation process.
- Roundtable Discussion: Hold a roundtable to promote dialogue and experience exchange, helping improve collaboration between CSOs, decision-makers, and international actors.
- Organizing Media and International Community Breakfast Meetings: Facilitate direct communication with the media and international representatives, ensuring accurate and timely public information on the normalization dialogue. This will help increase media visibility and understanding of the issues.
- Creation and Publication of an Electronic Newsletter: Regularly distribute newsletters to inform key actors about the progress of negotiations and the normalization process, promoting transparency and keeping stakeholders updated.
