NGO “Ndihmoni Jetën”- Strengthening Services for Persons with Disabilities in Vlora

NGO “Ndihmoni Jetën” carried out an Ad Hoc intervention to support persons with disabilities in Vlora. On July 17–18, parents, youth, and community organizations met at the Community Service Center PAK Vlora to share experiences, challenges, and ideas for better services. An expert guided the discussions, ensuring every voice was heard and documented.

The intervention identified the community’s most urgent needs and explored ways to advocate with local authorities. Awareness activities engaged families, increasing understanding of rights and available services. These efforts raised awareness, encouraged active participation, and empowered the community to influence local policy.

From these discussions, the Local Social Plan for persons with disabilities in Vlora was drafted. It reflected the community’s priorities and recommendations, was integrated into Vlora’s 2025–2027 Social Plan, and approved by the Municipal Council, securing three years of inclusive services.

Through this intervention, youth, parents, and organizations gained knowledge of rights and services, shared their opinions, and ensured that the community’s needs shaped a plan with long-term impact. The Local Social Plan now serves as a roadmap for real, meaningful change, ensuring that persons with disabilities in Vlora are seen, heard, and supported.
