The regional training took place in Sarajevo, from February 25 to 27, 2025. This training built upon previous regional capacity-strengthening activities on the risks associated with the use of high technology in migrant smuggling, which were conducted in November 2024 in Trebinje.
The training included participants from Ministries of Interior, public prosecutor’s offices at the operational level, and civil society organizations – both partner organizations involved in project implementation and those with significant experience in direct work with different categories of migrants.
Additionally, the trainers at the event were professionals from prosecutorial offices and Ministries of Interior, with extensive experience in combating migrant smuggling and professional expertise in conducting investigations, documenting, detecting, and prosecuting such crimes.

The goal of this training was to enhance capacities and partnerships between civil society organizations and law enforcement agencies in combating migrant smuggling using information and communication technologies, as well as to improve the protection of migrants’ rights in Bosnia and Herzegovina, Serbia, and Montenegro.
Special emphasis was placed on strengthening cooperation between CSOs and state institutions to ensure that relevant field information and reports from beneficiaries were promptly delivered to competent authorities, contributing to more effective detection, investigation, and prosecution of migrant smuggling crimes.
Multisectoral Training was part of the “Step by Step” project – aimed at strengthening regional cooperation and combating migrant smuggling in the Western Balkans, jointly implemented by Group 484 from Serbia, the association “Vaša Prava BiH” from Bosnia and Herzegovina, and Civic Alliance from Montenegro.
