Sport Without Barriers: Creating a Safe, Inclusive, and Sustainable Sports Environment Through the Development and Implementation of a Safeguarding Framework in Montenegrin Sports

Summary of the project implemented by CAMS 

The “Sport Without Barriers” project addresses key issues of abuse, discrimination, and neglect in sports, with a particular focus on vulnerable groups such as children, women, ethnic minorities, and persons with disabilities. Specifically, the project aims to empower athletes and all sports participants to report and adequately address cases of abuse and harassment, to develop a comprehensive safeguarding framework for sports organizations at all levels, and ultimately to create a culture of openness, accountability, and appropriate support.

Project goals

The project’s goal is to contribute to the creation of a safe, inclusive, and sustainable sports environment in Montenegro through the development and implementation of a safeguarding framework in Montenegrin sports, with a special focus on marginalized groups such as children, women, ethnic minorities, and persons with disabilities.

Beneficiaries

The implementation of the project and its activities will benefit sports professionals and organizations in Montenegro by significantly strengthening their capacities in athlete safeguarding, a crucial aspect of the sports sector. A particular added value is created for women in sports, who will gain key knowledge and skills to take on leadership roles within their organizations. End beneficiaries, including athletes—especially children, youth, ethnic minorities, and persons with disabilities participating in sports activities across Montenegro—will also benefit. Additionally, parents of these athletes will gain from the project’s outcomes.

Main activities

  • Research and data collection on existing safeguarding and inclusion practices for marginalized groups in sports;
  • Development and distribution of a safeguarding toolkit document;
  • Organization of seminars for sports professionals;
  • Workshops for women in sports;
  • Development of a comprehensive safeguarding framework in sports;
  • Organization of a roundtable discussion;
  • Project promotion.
