Description
The aim of the intervention is to contribute to the improvement of the practices of the municipality of Strumica regarding the allocation of budget funds intended for supporting civil society organizations through participatory involvement of stakeholders in the development of a transparent model.
Currently, civil organizations are excluded from the decision-making process for the allocation of funds for proposed projects and the monitoring of the results of supported projects.
Project goals
The project goal is preparation of materials and holding trainings related to the legal amendments, as well as, part of all interested parties in context of: preparation and implementation of public procurements procedures; follow up and analyses of functioning of the public procurements system; enhanced function of the public procurements system; enhanced function of administrative checkup and preventive action and acting, before publishing the advertisement and tender documentation, as well as, establishing indicators for follow up of the risks in public procurements (so called “Red flags”) .
Target groups
- Representatives of civil organizations;
- Independent artists and cultural workers;
- Employees in municipal administration;
- Members of the Council of the Municipality of Strumica.
Main activities
- Preparation of mini analyses – directions for implementation of amendments of legislation.
- Developed model for public procurements guidelines.
- Organization and holding of (four) regional workshops.
- Collecting data through ESPP for establishing of indicators for follow up risks in public procurements (red flags).
