Description
The objective of the intervention is to prepare materials and conduct training sessions on the amendments to the Law on Public Procurement, to support the preparation and implementation of public procurement procedures; monitoring and analyzing the functioning of the public procurement system; reinforcing the role of administrative oversight and preventive measures before the publication of calls and tender documentation; as well as establishing indicators for monitoring risks in public procurement.
Project goals
The project goal is preparation of materials and holding trainings related to the legal amendments, as well as, part of all interested parties in context of: preparation and implementation of public procurements procedures; follow up and analyses of functioning of the public procurements system; enhanced function of the public procurements system; enhanced function of administrative checkup and preventive action and acting, before publishing the advertisement and tender documentation, as well as, establishing indicators for follow up of the risks in public procurements (so called “Red flags”).
Target groups
- Municipalities – employees in public procurement departments.
Main activities
- Preparation of mini analyses – directions for implementation of amendments of legislation.
- Development of a model public procurement manual.
- Organization and implementation of four regional workshops.
- Collecting data through the Electronic System for Public Procurement (ESPP) for establishing indicators for follow-up risks in public procurements (red flags).
- Hosting the final event.
- Preparation of narrative and financial report.
